A Case Study in Passive Facilitation of Public Participation in Land Planning

Residents of the Bulkley Valley are offered opportunities to participate in land planning processes hosted by municipal, regional and provincial agencies. Private development proposals and “bottom-up” planning initiatives also arise from time to time. Valley Vision is a grass-roots project that seeks to help people navigate plans and processes and provide an ongoing reference source and repository for input beyond the timelines and scopes of official plans and processes. Valley Vision has taken a passive approach to information flow and communication. Is that approach working? What lessons have been learned and how should these insights be applied?
